However, if the United States citizen has been adopted, she/he is no longer allowed to apply for any biological parent whose parental rights were terminated. A United States citizen may also be able to apply for step-parent(s).
The beneficiary’s children or spouse are not included in the original petition.
Lawful Permanent Resident: A lawful permanent resident cannot apply for a green-card for his/her parents.
